Who are Premier Estates?
Premier Estates is a UK company based in Macclesfield that specialises in estate management; this is the company’s sole activity. The company provides services to over 600 residential leasehold developments located throughout England and Wales. Each development is assigned a dedicated Estates Manager and Estates Coordinator. All of Premier Estates’ Estates Managers are members, associates, or affiliates of The Property Institute (TPI). As a member firm of TPI, Premier Estates complies with current and anticipated legislation. All TPI members adopt and abide by a strict code of conduct and follow the Service Charge Residential Management Code issued by the Royal Institute of Chartered Surveyors and approved by the Secretary of State for England under section 87 of the Leasehold Reform, Housing and Urban Development Act 1993.

What Premier Estates do for DQMC?
The roles and responsibilities of Premier Estates to DQMC are:
Financial
- Preparation of annual budget for service charges.
- Billing and collection of service charges quarterly.
- Provision of periodic financial reports of income, expenditure and cash flow.
- Preparation of draft accounts for submission to the appointed independent accountant.
- Preparation and management of reserve accounts and funds for cyclical maintenance activities.
- Working with our legal representative to manage arrears collection.
- Payment of all service suppliers.
Service Clients (Residential and Commercial).
- Attend to routine enquiries from all service clients
- Work with our appointed legal representative on enquires regarding assignments and licenses.
- Attendance at Quarterly Board and Annual General Meetings.
- Administration of any insurance claims.
Repair Maintenance and Management.
- Prepare with the Directors the long term maintenance and repair plan.
- Deal with day to day repairs and maintenance based on a documented “Service Level Agreement”.
- Management of maintenance plan and contracts for plant and machinery.
- Advise on major contract work and the use of specialist professionals and contractors.
Lease Compliance
- Ensure compliance with the terms of leases based on policy agreed with the Board. Where necessary instruct our legal representative in relation to breaches of leases and covenants.
Contactor Management
- Select third party contractors agreed by with the directors.
- Negotiate contracts with contractors and suppliers alongside an appointed DQMC director.
- Ensure all contractors are working to HSE requirements.
- Ensure all contractors are paid within the required contracted payment terms.
General Compliance and Board Support
- Work with the directors to ensure that services on Deganwy Quay are delivered based on procedures that comply with good practice and legal statute.
- Assume responsibility as the competent person for Health and Safety issues on the development.
- Develop management procedures and policies in conjunction with the board.
- Manage an issue log that is updated and available online.
- Act as company secretary for preparation and distribution of the notices and agendas for the AGMs and EGMs as required.
- Ensure that Deganwy Quay complies with all fire and health and safety legislation.
The Marina and Hotel are separate operating businesses and as such have their own staff and operating procedures but DQMC manages the common areas to which they have access and hence responsibilities. There are six apartment blocks on Deganwy Quay and these dwellings require the management of a separated schedule of services that are charged only to the apartment owners (e.g. window cleaning, lift maintenance, common area cleaning).
